THE ROLE:
The Senior EHS Engineer is responsible for the development, implementation and maintenance of Environmental, Health and Safety Management (EHS) System that fulfil the national, industrial, ISO 14001, ISO 45001 and local environmental, health and safety legislative (i.e. MOM, NEA, SCDF, SPF etc.) requirements as well as in line with AMD EHS policy, procedures, objectives-targets-programs and site-specific activities. This includes administering the global EHS training program and the implementation and auditing of EHS programs at AMD site(s).
This role will work closely with regional and global EHS, site management as well as internal and external stakeholders. Senior EHS Engineer manages site(s) resources in cultivating a safe, healthy, and environmentally friendly work environment, leading new initiatives, and achieving industry leading performance.
THE PERSON:
The successful candidate is passionate about driving business impact through Environmental, Health and Safety compliance and will appropriately influence company strategy as related to compliance and global program harmonization and implementation at Site(s) level to improve process reliability and efficiency for enhanced EHS performance.
KEY RESPONSIBILITIES:
- Act as appointed Workplace Safety and Health Officer (WSHO) for the assigned Singapore Site(s).
- Promptly execute WSHO legislative roles and responsibilities as stipulated in the Workplace Safety & Health Act, Workplace Safety and Health (Workplace Safety and Health Officers) Regulations and other relevant EHS regulations.
- Support the Fire Safety Manager’s role for the Site(s) pertaining to Fire Safety Act, Fire Safety (Fire Safety Managers) Regulations and other relevant fire safety regulations.
- Responsible for all EHS matters, consultation and legal compliance of assigned Singapore Site(s) pertaining to occupational health and safety, fire safety as well as environmental management for regulatory and corporate compliance, injuries and illnesses prevention as well as conservation of natural resources and pollutions prevention.
- Accountable for the development, implementation, and maintenance of assigned Singapore Site(s)’ Environmental, Health and Safety Management System to ensure compliance with environmental, health and safety laws, rules, and regulations, applicable company policies and procedures.
- Accountable for the contractor EHS management of assigned Singapore Site(s), including but not limited to
- Develop, review, approve and manage risk assessment and related supporting documents (e.g. method statement/safe work procedure, training competency, safety data sheet etc.);
- Fulfill the building EHS and fire safety requirements accordingly;
- Review, issue, control and manage permit-to-work for working-at-height, confined space, lifting operation, hot work and fire protection system impairment.
- Develop, review and maintain EHS documentation, safe work procedures, emergency response plans, data and record as well as training materials. Manage EHS metrics data entry, document control, filing and all types of EHS administrative works according to internal/regulatory specifications.
- Arrange and/or conduct EHS trainings (online, virtual and physical trainings), table-top exercises, emergency drill exercises, site inspections, EHS assessments, audits, coaching discussions, incident investigations, measurements and monitoring, industrial hygiene monitoring, occupational health examinations and EHS committee meetings as well as document meeting minutes. Compile and analyze results and make recommendations for improvement when needed.
- Promote positive EHS awareness, culture and practices thru role model demonstration, proactive communication, constant engagement, know-how sharing and program development and execution such as chemical and toxic industrial waste management, PUB trade effluent management, logout-tagout management, radiation safety management, EHS/GHG matrix/statistic, hearing conservation program, permit-to-work management etc.
- Provide EHS and fire safety technical support, legal update and consultation as well as follow up EHS action items till resolution. Work with local team for coaching and driving EHS implementation and improvement in risk management, operational control as well as emergency preparedness and response.
- Liaison with local authorities for EHS compliance and partnership, regulatory report submissions (e.g. industrial hygiene reporting, incident reporting, toxic industrial waste consignment note, radiation TLD badge management etc) as well as application or renewal of licence/permit/certification/written approval/registration etc.
- Lead the renewal/application of SCDF fire certificate, petroleum and flammable materials storage license as well as emergency response plan.
- Report to AMD EHS Function and provide monthly reports / data update promptly.
- Perform other Environmental, Health and Safety duties that may be required to support improvement, regulatory compliance, and best practices to improve AMD carbon footprint and EHS performance.
PREFERRED EXPERIENCE, SKILLS, AND QUALIFICATION:
- Competent and valid Ministry of Manpower registered Workplace Safety and Health Officer (WSHO) is a must.
- Possess WSQ Manage Work at Height (MWAH) certification.
- Preferably with SCDF registered Fire Safety Manager qualification, MOM registered Noise Control Officer qualification, radiation safety related certification, semiconductor exposure background and/or involvement in facilities management.
- At least 10 years of substantial EHS-related working experience is desirable. Familiarity with EHS regulations and compliance as well as ISO 14001 and ISO 45001 standards preferred.
- Good communication skills and effective interpersonal skills.
- Self-motivation, good driver, good team player and ability to work well with minimal guidance.
- Positive attitude and good research capabilities.
- Excellent analytical and conflict resolution skills as well as demonstrated experience exercising independent judgment in analyzing complex work situations and solving problems.
- Substantial organization, project coordination and time management skills.
- Solid experience with computers/software specifically Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Microsoft Teams, Zoom and fast leaner in digital world.
ACADEMIC CREDENTIALS:
Bachelor or graduate-level degree in the field of Environmental, Health, and/or Safety or science/engineering discipline from an accredited college or university.
